I think the best time to visit Champs-Elysées and take pictures of the Arc de Triomphe is in summertime at sunset.
Since the sun sets at around 10 p.m. at this time of the year, the Champs-Elysées are not overcrowded as they might be during the day, and they remain safe since the night hasn’t fallen yet. Therefore, you can take a nice and calm walk on what some people call the most beautiful avenue in the world, though I think there are many other avenues which could claim this title.
From Place de la Concorde, you can enjoy a magnificent view of the sun setting between the arches of the Arc de Triomphe in the far distance : a moment you’ll remember if you’re lucky enough to see it. I haven’t been fortunate enough to see it with my own eyes yet, but I hope I will soon enough.
